Abstract Cities are major consumers of global energy. This paper conducts a comparative analysis on economic and social situation, the scale, intensity, and structure of energy consumption in four municipalities, Shanghai, Beijing, Tianjin and Chongqing, definitudes the comparative advantages and unfavorable factors of each municipality in terms of energy conservation and energy structural adjustment optimization, and then suggests several countermeasures for each municipality to promote their sustainable utilization of energy, which may provide reference for other cities. Cities gather more than half of global population([1,2]) and account for about four-fifths of global energy consumption([3]). Thus they are the focus of global energy conservation worldwide. Through comparing and analyzing the economic and social situation, consumption scale and intensity, and energy structure of Shanghai, Beijing, Tianjin and Chongqing, the four municipalities directly under the Central Government of China, we expect to find the advantages and unfavorable factors of each municipality in terms of energy conservation and energy structure optimization.
