Abstract With the continuous acceleration of the industrialization process, the traditional resource-based economic development model has caused a large amount of waste of resources and environmental pollution. For example, traditional coal-fired power companies waste a lot of resources and produce waste gas pollutants and solid waste during the power generation process. In order to overcome the shortcomings of the traditional economic model, in this paper, we proposed a circular economy model based on the reuse of resources (such as coal), enterprises, products, and waste. In addition, we also put forward the calculation formula of the environmental cost saved by the coal-fired low-carbon circular economy in resource conservation and pollutant emission reduction. A coal power company was used as an example to verify the effectiveness of this method. Since 2015, the company has adopted a lowcarbon circular economy program of power generation-seawater desalination-waste utilization. and its annual average environmental cost saving is as high as 18 million yuan, and the annual average environmental cost saving of seawater desalination is as high as 2.17 million yuan. The company's waste gas emission reduction and environmental cost savings are obvious, with an average annual environmental cost saving of 163 million yuan. And by adopting the low-carbon circular economy program in this paper, about 20% of the solid waste is consumed every year. and the annual average solid waste reuse can save up to 1.6 million yuan in environmental costs.
