Abstract Objective of the research: to identify elements of the municipal solid waste management system of San Francisco (California, USA) that can be a scientific technical basis for cities in developing countries with low recycling rates. Methodology: bibliographic and data collection on websites and technical reports, visits to waste treatment units and interviews at the San Francisco Department of the Environment. Results: San Francisco achieved a high recycling rate of municipal solid waste (84% already in 2014) based on: legislation, technological processes, engagement of society, continuity of public policies with clear objectives, feasible goals, and complementary programs. The management uses complementary technological processes, social technologies, mandatory segregation of solid waste at the generating source, constant supervision, and motivation with the placement of educational ads, continuity of public policies.
