Abstract Incomplete reliable information exists because of the differences in knowledge, intuition and experience of information sources. To study the influence of incomplete reliable information on decision making, Zadeh proposed the concept of Z-number. Most current research on Z-number has high computational complexity or information distortion. Finding the balance between computational complexity and information loss is the key in studying Z-number. This paper defined the similarity measures of random and fuzzy information separately. In view of the low computational complexity and good stability of the Smallest Enclosing Circle (SEC), this paper proposed a new multi-criteria decision-making method based on the suggested similarity measures by introducing the idea of SEC to solve problems, in which the evaluation value is described as Z-number. In addition, this paper provided an example of regional circular economy development plan selection to illustrate the feasibility of our proposed method. Results show the validity and stability of the proposed method.
