| Abstract | The article presents the results of a study of municipal solid waste management in Russia. The volumes of waste formation have grown significantly in Russia. The volumes of their disposal remain at the same level. Among all the generated waste, municipal solid waste (the level of processing of which does not exceed 6% in the Russian Federation) is the most feared. The market for solid waste processing in Russia is not developed. It is confirmed by statistics in the field of waste production and processing. Development of the waste processing industry in Russia lags behind most European countries, even if these countries are comparable to it in terms of living standards.The waste management model in Russia is similar to the US management model. It is oriented towards the disposal of municipal solid waste. The reform of the collection and disposal of municipal solid waste was aimed at the development of full waste management and the use of public-private partnerships. The public-private partnership model for solid waste management in Russia is focused on the interaction of state with a single regional operator. Our population surveys indicate significant problems. Application of a non-alternative model of publicprivate partnership in Russia can contribute to a further increase in waste accumulation and an increase in tariffs for their disposal. It is necessary to make the transition to a single regional operator. It should be done on the basis of waste disposal fees minimization. In case of a significant increase in payments, it is necessary to maintain the existing system of solid waste management, supplementing it with new technologies for waste disposal. This enables to avoid social tension among the population and create prerequisites for the transition to a circular economy model in Russia. |
