Abstract Utilizing data on green invention patents and carbon emissions from 282 cities in China between 2008 and 2017, we conducted an empirical analysis using a fixed-effects model to study how green technological innovation influences CEE and CEI. The results indicate that GTI can reduce cities' CEI and improve CEE. Heterogeneity analysis reveals that GTI has a significant positive effect on the CEI and CEE of non-low-carbon pilot cities but is not observed in low-carbon pilot cities. Additionally, GTI exerts a more substantial influence on reducing carbon emissions in non-key cities as opposed to key cities. The mediation test suggests that in the pathway through which GTI affects CEI, IST plays a crucial mediating role. Drawing from these findings, we recommend policy interventions to bolster the innovation of low-carbon cities. These interventions encompass establishing a robust GTI system, promoting low-carbon industries, and implementing effective impactful low-carbon policies.
