Abstract Few studies have looked at how human resource management (HRM) is related to the green innovation of organizations, even though the existing literature in the field of environmental management suggests that employee behavior is crucial to improving environmental results. We explore the direct linkages between SMEs' skills and strategic agility using GMM (Gaussian mixed model) model results between green human resource management and government other caps. Expenditure. For market capitalizing agility, all estimates produce a favorable and statistically significant effect at 5% level or higher. However, the coefficient of strategic agility (STA) is only statistically significant at 1% level when using GMM model results. According to the GMM model results, the estimates for technological capability and education spending are 0.055 and 0.091, respectively. Other results and outcomes provide credence to H2a. On the one hand, network capability has ( +) significant effects on both firm age (b3 = 0.20; t = 4.10; p 0.01) and strategic agility (b1 = 0.33; t = 2.22; p 0.01). On the other hand, strategic agility has significant positive effects on internationalization knowledge (IKW) (b2 = 0.24; t = 4.08; p 0.01). Our study suggests that proper policy implication on human capital with agile digitalization affects region or state businesses and firms.
