Abstract Smart Cities, not only being intelligent but also Economy-Ecology-Society coordinated, are the future of cities. Basing on the smart city theory, this paper proposes a systematic method, namely, the "12345" model, which requires the cities to make up a tailored proposal for cities and citizens, and build "ONE urban management system, TWO supporting and guarantee measures, THREE information infrastructure platforms, FOUR urban management modes, FIVE application service systems". Then the cities will get the ability of self-adjustment and self-improvement. The systematic construction method of the smart City not only solves the problems encountered by cities at current stage, but also promotes the all-round development of cities.
