Abstract The concept of smart cities has received a lot of attention recently, and it is likely to continue to do so in the future. Smart cities must be developed in order to continue to serve and enhance the standard of life of the world's expanding population. The smart city seeks to make the best and most sustainable use of all resources while maintaining a healthy balance of social, environmental, and economic consequences. It also makes extensive use of information and communication technologies to enhance the administration, management, and supervision of a wide range of systems and services, with a focus on saving resources, water, land, and other environmental assets. According to the large number of elements and dimensions characterizing a smart city, it can be concluded that it is difficult to give a clear definition of the smart city term. All of the elements and dimensions should be carefully measured to assess the performance of a city as a smart city, including smart economy, smart governance, smart mobility, smart living, smart environment and smart people. When it comes to the smart city objective, the major focus is on addressing issues such as unequalled civic and social infrastructure, with a goal of technology-driven urban planning, implementation, and proper maintenance. The development of a smart city affects the overall economic, ecological and social spheres of human life. This paper aims to clarify and explain the significance of an increasingly popular concept: the concept of a smart city. The purpose of this paper is to conduct research for the development of smart cities, providing integrated strategic guidelines on how to become a successful smart city. Furthermore, the case study of the city of Velika Gorica is presented and discussed as an example of smart city development in Croatia.
