Abstract The traditional appraisal methods of smart city construction usually neglect the final construction goals of the smart city, which are: wholehearted service for the citizens; efficient city governance; freely share of the city data; sustainable economic development and safety and cleanness of the cyberspace. And the traditional appraisal method needs some priori knowledge, which will influence the objectivity of the appraisal outcome. In order to overcome the shortcomings in the traditional appraisal method, a novel "new smart city" appraisal method based on Shannon entropy and Rough Set Theory is proposed in this paper. A multi-factor "new smart city" appraisal index system is constructed and a new appraisal algorithm is proposed. An illustrative example includes 10 smart city construction schemes is given, the integrated "new smart city" appraisal index value of each city are calculated out based on the method proposed, which can be used as an useful guidance in the "new smart city" construction design and appraisal
