Abstract With rapid development of the technology of Internet of Things and modern Information and Communication Technologies (ICTs), the concept of smart city has become an increasingly important notion to increase urban competitiveness. In a smart city, urban administrators need to reexamine the requirements and pattern of urban governance, in order to pursue the sustainable development of the city and quality service to the public. On the basis of analyzing the new demands of smart city to urban governance, the paper presents a new pattern of governance of smart city multi-agent participatory co-governance pattern. Firstly, we identify the three core factors for the success of the new pattern. The factors are: the mutual trust, cooperation, participation, and collaborative partnerships among various governing subjects (government agencies, enterprises, the third sector and the public); support of ICTs; interaction among institutions, polices and diverse technologies. Furthermore, a relationship framework of these factors is put forwarded and the relations among these factors are discussed in detail.
