Abstract Smart city or urban wisdom is the new goal of urban development. In view of how to develop the wisdom city better, this paper analyzes the present situation of wisdom city development in China, and uses the entropy weight method to construct a new intelligent city evaluation system with reference to the existing wisdom city evaluation scheme. According to the data of Beijing, Tianjin and Shanghai, which are reported in the yearbook, this paper validates the evaluation system, analyzes and compares the gap between Tianjin and Shanghai and Beijing according to the calculation results of the mathematical model. The construction and development of Tianjin wisdom city put forward ideas and suggestions.
