| Abstract | Modern Cities are experiencing three distinct revolutions: technological, demographic and psycho-social, which all concur to increase their initial levels of Smartness. We argue that the prevailing concept of Smart City can fully deliver its promises (maybe) only in large metropolises with more than 10 million inhabitants. However, less than 9% of global population in 2030 will live in Megalopolises, while 26% and more will reside in cities with fewer than 500.000 inhabitants. There is evidence in the EU that Urban Living Labs hold the power of unleashing the collective creativity and innovation capacity of citizens to provide better valued and more inclusive solutions to urban problems, while at the same time engaging people constructively for the common good. We conclude that the Urban Living Lab approach is a reliable companion to the Smart City concept, particularly in the small to medium sized communities. |
