| Abstract | Legal governance and the smart city's construction both belong to smart cities guarantee system, and they complement and promote each other. The supervision of the government and risk prevention is the core of Smart City's legal governance. As a tourism-oriented city, Xiamen faced up with the changes brought by the new "Tourism Law", which could be the particularities of Xiamen's legal governance as a smart city. Therefore, the general norm of Xiamen's legal governance is not just limited to the general indicators of Smart Legislation, Smart Enforcement and Smart Judicature there is also some characteristic norms. The only way of Xiamen's legal governance as a smart city is to estimate Xiamen's situation of legal governance with indicator system and construct risk prevention system through the process of developing smart city. |
