Abstract The rapid development of technology and globalization in the world as well as the problems faced by the municipal become a drivers and catalysts in the formation of smart cities. To forming the smart city that achieves the outlined goals and objectives, policy makers need to provide a clear, objective and strategic framework that can produce a positive outcome to the government and the citizen. The formation of a smart city model in Malaysia is used as a strategic planning either at the federal or state governments that serves as a guide for implementation to all the stakeholders. This study is an initial study regarding the formation of a smart city model in Malaysia based on the framework that has been provided by the federal, state governments and local authority. This study aims to identify the similarities and differences of the models, domains and goals of smart cities model in Malaysia with the global smart city model. The qualitative methods to the framework and literature review related to smart cities globally and Malaysia initiatives has been used in this study. Through the analysis, it was found that the smart city model developed at the federal, state level and local authority in Malaysia is in line with the global smart city model which has proven successful in forming the world's smart cities. Globally ranked performance indicators and goals will be granting the formation of a sustainable smart city in Malaysia.
