Abstract Researchers in the field of IoT orient the directions of their efforts to be useful to the industry, which in turn continuously setting standards to have a presence in the common language for communication between software and hardware developers, system integrators and applicants. The interoperability challenges can be overcome with the introduction of standards to help manufacturers to produce and sell on the market compatible devices and integrators to design open systems. We explore and research top-down approach for smart city technical infrastructure. It requires interoperability based on standards and instrumentation tools for decision makers from public services and private sector planning future stages of smart city. The article can be useful to researchers who are interested in improving technology in the field of Internet of Things and to expand the scope of possibilities for Integrators of solutions for the IoT, who have difficulty in assembling systems, developers who need to produce sensors, gateways and hubs that are compatible with those of other manufacturers and providers of cloud services and other players in the different ecosystems of IoT. The goal of the article is to explore and research top-down approach for smart city technical infrastructure aligned with strategy for future development of the municipality. Our work extended the landscape of standards that are explored in other publications dedicated to IoT, but they are focused on lower layers with gateways, censors and messaging. First of all, we look at the overall picture of the IoT concerning interoperability standards and the choice of a strategy for designing the IoT system that provides the Smart city. Secondly, we present a structured, literary review of available standards to ensure interoperability and implementation approaches. Finally, we have produced a proposal for a new term "smart common operating picture" and a set of conclusions and recommendations for further work in this area.
