Abstract Developed countries have walked along the path of "treatment after pollution." This path helped them to accomplish industrialization through an unsustainable linear growth mode, and it deviated from today's economics and resource conditions for developing countries to follow. The biggest reason is that environment pollution has beyond bearing capacity and becoming a bottleneck of further economic growth. The authors hold the view that the basic way to realize sustainable development is changing linear growth mode and promoting the circular economy in the round. In this article, the authors analyze how the energy efficiency influence environment and economy growth, and according to the development actualities of circular economy in Liaoning China, put forward some specific strategies about how to further improve circular economy and how to speed the pace to establish conservation-oriented society.
