Abstract The EU Renovation Wave of buildings, as part of the green and digital transition, must leave no one behind. The adaptability of various civil law institutions enables them to contribute to the decarbonisation of buildings. However, there are limitations to preventing increased social and residential exclusion as a result of renovation policies. This study explores, under these premises, the establishment of minimum energy performance standards, the convenience of addressing the split incentive between landlord and tenant, the facilitation of decision-making procedures in multi-unit buildings and green mortgages, as well as the use made of land charges by administrative regulations. Some of these aim to alleviate instances of vulnerability, which the Renovation Wave itself may create. There is a need for greater understanding and collaboration between public law and private law in this context.
