| Abstract | The European Commission's Biodiversity Strategy was adopted in 2020 as an extension of the Green Deal. This strategy differs in several respects from previous communications. The Commission now proposes to endorse a holistic ecosystem approach, which is no longer limited solely to the protection of protected areas. However, the success of this reform depends on complex regulatory processes in which directives and regulations, subject to competences of variable geometry, involving institutions and authorities with divergent, if not antagonistic, interests. This article provides an update on the progress of this reform, which is complementary to the energy transition that should enable the EU to achieve climate neutrality by 2050. |
