Abstract Meeting the EU and national targets for step improvement in energy efficiency by 2030 requires the provision of IT tools to manage and back the process. There are diverse issues that need to be resolved within a multidisciplinary context. Incomplete or missing asset and billing information, data from multiple sources in different formats and annotations and the volume of information within the jurisdiction of a local authority, hinder the reliable monitoring and the fruitful evaluation of relevant interventions, jeopardising the successful journey towards meeting these targets. We discuss a result-oriented and bounded approach for an IT platform to underline the effort for energy efficiency and work around these pragmatic issues. It consists of a three-stage pipeline where decisions are made to classify data and actions according to their importance, avoid the danger of technology overfitting and produce a flexible, easy to use platform. The outcome assists local authority planners and engineers to monitor energy efficiency with the data at their disposal, highlight areas for improvement, plan actions and evaluate their impact.
