| Abstract | The European Common Agricultural Policy (CAP) has always had to adapt to changing times and therefore to changing societal needs. While food security and affordable consumer prices used to be key concerns, environmental protection has become recently more important. One of the main reasons for this is the Green Deal, which aims to achieve carbon neutrality by 2050. The implementation of the Eco-Schemes in the first pillar of the CAP shows first efforts to meet the challenge in the agricultural sector, although acceptance is currently below political expectations. This is largely due to the increased complexity of the CAP which is why critics call for a fundamental review. In this context we propose the Performance-based Agricultural Payment' - a model which transforms national policy goals into individual farm objectives to be achieved with the help of target-based and voluntary measures. The national policy goals can be derived from the Farm-to-Fork Strategy and the Biodiversity Strategy which serve to achieve the Green Deal and form five model objectives at farm level. These model objectives are linked to the catalogue of measures by way of a factor matrix from which objective achievement and the target-specific payments can be calculated. By selecting individual measures and allocating them to the farmland, farmers can reach the target-specific thresholds, activating the payment. With the Performance-based Agricultural Payment', a model is presented that, in comparison to existing concepts, addresses several objectives simultaneously with the help of three different types of voluntary measures. By linking the payment to certain thresholds, it is ensured that the respective objective is achieved at farm level. In addition, the functional mechanism of the model allows for great flexibility, so that individual measures and objectives can be systematically exchanged or added without the need to modify the way the model works. As a result the Performance-based Agricultural Payment' offers a possible alternative to existing concepts that only pays for provided performance. |
