Abstract Nowadays Russian regions differ dramatically in the level of their entrepreneurial capacity development. It is completely essential for the regions to expand the opportunities for entrepreneurial activities, to develop cities networking, to create a clear and positive territorial image and investment climate for attracting investors, new potential residents and tourists, to support the entrepreneurial energy and competence for the sake of sustainable development, economic growth and the well-being of the regions. The significant barriers for the effective development of economic capacity are the following: the lack of motivation for the business community to invest and contribute into the sustainable development; the abstract idea of regional economic and societal valorization; a lack of willingness by various industrial and social sectors representatives to cooperate with each other. Nevertheless, the paradox is that numerous new start-ups are launched constantly, so it proves the entrepreneurial enthusiasm, strong will and grasp will certainly overcome these barriers. The crucial dichotomous issue of selecting the main vector of Russian regions development (kakonomics relationships or sustainable development) is the subject of the current research. The purpose of this paper is to describe the current socio-economical state and to define the main opportunities and threats for the entrepreneurship development and potential valorization of Russian regions/cities. The paper asserts that internal potential of individual entrepreneurs should be integrated into joint business clusters and cooperate closely with the relevant state, financial, educational and social stakeholders, implementing the specific marketing model of combination of state-run dirigisme and freedom of doing business.
