Abstract This paper analyses the evolutionary and stable strategies of local governments, tourism enterprises and residents in ecologically fragile areas in the development and construction of eco-tourism, and explores the mechanisms that influence sustainable development policies. The dynamic simulation of the model is discussed, and the stability of the interaction between stakeholders is analysed using the method of system dynamics. The results show that the strategic choices of the three stakeholders fluctuate repeatedly, indicating that there is no evolutionary stability strategy in the current interaction between stakeholders. The cooperation mode can be changed from any original state to the desired goal. This research provides valuable information for the design of appropriate policies and business models, promotes the development of ecotourism, and contributes to the research and practice of environmental and sustainable development in the internet "+" environment.
