| Abstract | Improving and strengthening university research capacity have the inherent potential to generate a sustainable economic and social development. This means that the university needs to be engaged in innovation, especially when it comes to manage the impact of academic research on its ecosystem. So ideally, the transfer of ideas and data must be fluent and continuous between the academic sphere and the industrial, technological, social or economic spheres. This made the role and connections of the university an extensively studied topic over the last decade, giving rise to the triple helix economic model. This model advocates a new dimension of university-business-government relations. Because we can no longer tolerate an ambiguous relationship between institutions and functions, as it is necessary to assess how, up to when and to what extent the institutional arrangements encourage synergies between the different actors of development, in this case; "knowledge producers (universities)" and "capital producers (companies)". In this paper, we present a systematic review of the triple helix model for development with a focus on university-industry collaboration. The literature data is synthesized to show the strength factors and the barriers that the government faces to implement and catalyze synergies between these actors. The selection of articles dealing with this axis was based on their indexation and citation rate. This survey highlights how the literature defined the university-business partnership for development, what are the obstacles and success factors, and what are its social and economic benefits, according to published articles. We will also identify where knowledge gaps lie, mainly when it comes to underdeveloped countries, with recommendations for future research. |
