Abstract Purpose The purpose of this work is to define the institutional framework for the sustainable development of the digital economy. Design/methodology/approach The criterion for forming a sample of countries for conducting the study is the personality that determines the country's position in the global ranking of the quality of public administration. Aggregated indicators used to measure IMD's digital competitiveness are selected as evaluation indicators. They are classified from the point of view of the topic of this study into indicators of the results of the sustainable development of the digital economy and indicators of the development of institutions for the sustainable development of the digital economy. Findings The results proved the importance of institutional support for sustaining the digital economy. A scientific interpretation of the sustainability of the digital economy is proposed, which involves successful social adaptation to digitalization, high business activity of digital entrepreneurship, as well as highly effective public administration and cyber-security of the digital economy - the results of the sustainable development of the digital economy. The proposed institutional matrix for the sustainable development of the digital economy by 66.56% determines the listed results. The key institutions making the greatest contribution to the sustainable development of the digital economy are the Institute of Digital Society (90.60%), the Institute for the Regulation of Digital Activity (89.18%) and the Institute for the Dissemination of Digital Technologies (87.88%). These institutions need stimulation. The controversial impact on the sustainability of the digital economy of the institution of digital training requires its flexible regulation. Originality/value The conclusions and the results obtained formed the institutional basis for the sustainable development of the digital economy, on the basis of which a new scientific and methodological approach to the study of this process will be built, which determines the theoretical significance of this study. Its applied significance is explained by the fact that the proposed author's recommendations can be used in the process of government regulation of the sustainable development of the digital economy in countries with any quality of institutions.
