Abstract The outstanding widespread and adoption of mobile devices all over the planet makes this platform of communication an important means for providing public services to citizens. While mobile services (m-services) seems to be the right way to proceed, the decision to "go mobile" is not as easy to make as it may seem. Indeed, many different factors may affect the decision about (i) to provide or not m-services to citizens, (ii) how to provide them, and (iii) how to prioritize m-services to be offered. To know and be aware of all these aspects is of central relevance for government decision-makers. The aim of this research is to identify and characterize the factors that should be considered when deciding about the provision of public m-services through mobile platforms. By exploring and analyzing the context of the provision of mobile public services to citizens in Brazil and Portugal, a decision model for the implementation of such services will be developed.
