Abstract This paper aims at distinguishing the effects of different types of environmental regulations on different ways of green technology innovation behaviors and whether industrial agglomeration has a moderating effect. In this study, the theoretical framework of "Environmental regulation stimulates green innovation intention, while green innovation intention promotes green innovation behavior" is constructed, the mediating effect of green technology innovation intention is studied, and moderating effect based on industrial agglomeration is also analyzed. The empirical results show that controlling environmental regulation has a more significant influence on the green innovation intention compared to incentive regulation. The green innovation intention plays a mediating role in the logic chain of environmental regulation and green innovation behavior, which verifies the hypothesis of "incomplete environmental regulation" to some extent. Industrial agglomeration plays a positive moderating role in the logic chain of "environmental regulation-green innovation intention-green innovation behavior". It is proven that in the face of strict environmental regulations, the geographical proximity accelerates the diffusion of green knowledge and technology and stimulates intention and enthusiasm of enterprises towards green innovation. Our research lays a solid foundation for enterprises to realize cleaner production and government to formulate policies to realize circular economy and sustainable development.
