Abstract A Circular Economy is a zero waste economy; the European Commission defined it is an "economy that preserves the value added in products for as long as possible and virtually eliminates waste." However, experience from the 7 European countries where such a measure has been enacted that a landfill ban has driven and promotedwaste-to-energy incineration showing that a landfill ban, if strictly applied, does little, on its own, to advance towards a zero waste circular economy. It can only move wastes from one form of management to another. For Romania in order to achieve a long term sustainable economy the products that present the lowest negative effect over the environment should become the standard accepted. The most important step consists in gradually eliminate the products that use energy and resources and release hazardous substances or harmful emissions.
