Abstract |
Emission trading means that, on the premise that environment and resources belongs to the nation and the total amount of emission is under regulation, the government sells the permit of a certain amount of emission to the polluter by issuing tradable emission licences. This paper discusses the emission trading in China in the recent 30 years. By reviewing the research field,research orientation and the status quo, this paper aimed at do some fundamental theoretical research on the application of the emission trading theory and the establishment of the emission trading market in China. With the development of human civilization, people's ability to exploit the nature is improving, and people's material living standards reach its peak. However, nature's capability to adapting itself to such changes is diminishing dramatically. After many generations of overexploitation,earth's energy is reducing, pollution is increasing, natural disasters occur more frequently and more seriously, which has gradually reach the limits to bring it under control. People have realized the importance of the energy conservation and emission reduction. China undertakes the commitment of its 1.3 billion people. In the twelfth five-year plan sketch, it is mentioned that in the next five years our country should continue to focus on the "sustainable development" and "scientific developement" to accelerate the transition of economic development,to develop the circular economy,to increase the environmental protection, and continue to accelerate the construction of a resource thrift and environment friendly society and raise the level of ecological civilization. The concept of energy conservation and emission reduction had been deeply rooted in the hearts of the people. Emission trade, as a effective way of environment management in the foreign developed countries in its post-industrial era, has been brought into China for more than 30 years. Numerous scholars is exploration how can the emission trade theory takes root and grows in China, under the condition that China's market economy is yet to improve. Whatever the research field, research orientation and results are, the only purpose of us is to establish a harmonious social order for production and living, and let the people live and work in peace and hand down from generation to generation |
