Abstract The Netherlands aims for a 50% circular economy in 2030 and 100% circularity in 2050, following the European Union. Since 2016 provinces in the Netherlands have been working on regional circularity transition strategies. Spatial planning is slowly emerging as a necessary part of that transition. In this practice review, we focus on the development of a spatial strategy for the circularity transition in the provincie Zuid-Holland. We show how process design and spatial concepts may help bridge gaps between policy domains and between stakeholders. And we identify vulnerabilities for the uptake of spatial strategies for the circularity transition.
