Abstract The circular economy is gaining popularity among researchers and most of them have advocated the adoption of circular economy (CE) practices citing the various advantages. However, with the advantages of CE adoption, many risks are also associated with them, which require proper investigation. In this study, risk factors associated with circular economy practices are explored through the literature review and validated by experts from the cement industry. The main objective of this study is to assess and prioritise the risks associated with implementing circular economy practices in the cement industry. A fuzzy integrated Delphi Model and the Analytic Hierarchy Process are applied to screen and assess the risk factors in CE adoption. This study also explores how Resource-dependent theory (RDT) can provide insights into the interactions and dependencies among various organisations involved in CE practices. The novelty of this study is the assessment of the risks associated with the adoption of CE practices and validation in the cement industry.
