Abstract Recent work has shown the influence of topology on systemic capacity. However, since the law on the energy transition to green growth, policies encourage the circular economy approach. Owing to is nature, industrial ecology, one of the pillars of circular economy, restructures logistical and economics relations between companies. It is legitimate to investigate the influence of widespread and systematic implementation of this approach on the systemic capacity of production systems. The forest sector reconstruction of the "Landes de Gascogne" in a post storm context is the opportunity to question this new economic structuring approach advised by public policies. We propose an original analysis framework named Expanded network of value creation. The latter is based on a methodological approach requiring a local authority perimeter. Through a literature review, we propose the agglomeration of municipalities as an appropriate unit. This territorial unit combines the basics criteria and success factors of industrial ecology approaches.
