| Abstract |
Speeding up the circulation economy development of the tertiary industry, is one of the inevitable choice for improving productivity and fostering social progress. In this paper, the author firstly introduced the connotation and characteristics of circular economy, and then discusses the principles of transformation from 3R to 5R and its application in the tertiary industry. Combined with the actual situation in Urumqi, the author conducts a comprehensive evaluation on the circulation economy development of the tertiary industry. According to the current situation of Urumqi, the author stressed that the development of the circular development of the tertiary industry relies largely on providing policy supports; defining proper guidelines; promoting general orientation and concrete approaches; providing economic incentives on the usage of recycling technologies and encourage public participation. |
