Abstract Industrial production systems, while stocks of materials are being depleted, release emissions in ways that nature cannot assimilate. To solve this situation, an emerging alternative is to move to a circular economy model in which industrial processes optimize their energy flows and the demand and share of fossil fuels are replaced by renewable ones, a situation that has presented barriers that are still not fully understood and that have hindered their adoption. That is why the objective of this research was to model the energy barriers, through Interpretive Structural Modeling and the Cross-Impact-Multiplication Matrix applied to classification. It is concluded that the barriers and their priority interrelationships are oriented towards the political -regulatory aspect, for which it is suggested to promote a legal framework based on the best international practices to promote the transition to energy circularity.
