Abstract Environmental regulation is an important external constraint that affects the short-term effect and long-term mechanism of sustainable development in coastal cities. Technological innovation is the key of solving the contradiction between environmental pollution and economic growth. Based on Porter's hypothesis theory, relevant literatures are reviewed and relationship between environmental regulation and green technological innovation is re-examined. This paper constructs an evolutionary game model, explores characteristics of government and enterprises' behavior and their influencing factors, and analyzes evolutionary laws of both participants of the game and the evolutionary equilibrium state under different situations according to the replication dynamic equation. Environmental regulation affects enterprises' decision-making on green technology, and technological level reacts on the adjustment of environmental regulation policies. There is a synergy relationship between environmental regulation and green innovation.
