Abstract |
This paper adopts the green development evaluation criteria-effectiveness of economic transformation, green degree of resource utilization and realization degree of social welfare, which are raised by the United Nations Environment Programme, and constructs a Three-level index system through choosing several evaluating indices according to these three criteria. Based on the index system, applying the method of principal component analysis, the method of cluster analysis, and the SPSS18.0 software, this paper calculates the comprehensive index score and the ranking of five-year green development level of China's 30 provincial regions from 2010 to 2014, then divides them into 4 levels. By the horizontal comparison of between the 30 regions and the dynamic trend analysis of the same region's development level, this paper proposes that the fundamental cause of the differences of green development level is the differences of green innovation capability. This paper draws a conclusion that the only way out for undeveloped western regions to catch up with developed eastern regions is to improve their green innovation capability. The most direct measure is to increase investment in science, technology and education and introduce more talents. |
