Abstract Given the fragmentation, a holistic perspective of the construction value chain is necessary in driving a systematic Circular Economy (CE) implementation in the construction industry. Therefore, the study adopted a Systematic Literature Review (SLR) to systematically analyze the current knowledge body of CE in the construction value chain perspective. Thereby, the study aims to propose a theoretical framework called 'Construction Industry Circular Value Chain Framework' to drive systematic CE implementation in the construction industry. 43 CE strategies were identified under the reformed circular value chain that was also proposed by the study for the construction industry. Different operational initiatives were also identified under each of these CE strategies and their contribution to the Built Environment Applications of the ReSOLVE framework actions was also established. The study contributes to theory by developing a means of breaking down the business actions of CE implementation into CE strategies along the construction value chain and building up these CE strategies contribute towards business actions of CE implementation in the construction industry. The findings of the study can be made use by the practitioners to revisit their value chains and by policy makers to develop necessary infrastructure in driving systematic CE implementation in the construction industry.
