Abstract This paper studies the smart city literature from 2007 to 2018 in SSCI and CSSCI, and compares Chinese and foreign smart city studies from the number of published papers, research institutions and regions, literature co-citation, and keyword co-occurrence by using the visualization software CiteSpace III. It is revealed by this study that foreign smart city studies started earlier, with much more published articles, and focus on regional cooperation. The highly cited foreign literature about smart cities is more biased towards normative research, while the Chinese literature prefers empirical research. As the research subject evolves, foreign smart city studies are divided into three sub-subjects: urban development model, urban management, and information technology application. However, the Chinese studies remain relatively simple and are more inclined to IT-oriented application.
