Abstract The first studies aiming at developing a concept for Smart Cities were carried out in the nineties. They were based on the development, application and use of Information and Communication Technologies (ICTs). Due to their strong relationship with technology, the emergence of different terminologies to describe Smart Cities opened gaps in the development of a concept making it difficult to characterize the terminologies being proposed. Since this is a subject of worldwide interest that involves the planning of cities and its investments, the researchers decided to carry out a systematic literature review aiming at analysing the under construction concept of Smart City identifying its areas and research gaps. The study observed that the articles analysed had been carried out from 2012. They often highlighted the need to develop and broaden the concept of Smart Cities. Notions such as "living lab", "Internet of Things (IoT)", "internet of the future" and "innovative ecosystem" emerged as ways to make city services and their monitoring more effective, interactive and efficient. The results demonstrate that the development of Smart Cities require the sharing of ICTs and knowledge about the benefits of participating in their construction in order to integrate the holistic elements that intervene in the process.
