Abstract In 2013 the city of Vienna started to create the Smart City Vienna framework strategy. The meta-goal for 2050 is written as "The best quality of life for all inhabitants of Vienna, while minimizing the consumption of resources. This will be realized through comprehensive innovation."[1] Our research at the University of Applied Sciences Technikum Wien deals with Smart City in a way to design and implement IT services that support the ideas of the Viennese strategy. In this paper we describe a Web-based tool that allows quantifying the quality of life for any specific address in Vienna. Therefore, we designed an algorithm that calculates an index based on specific categories for specific regions in Vienna. The determination of a concrete value is achieved by the use of Open Data. Here, we explain the algorithm, the used data catalogues, and we show the functionality within a prototype. Finally, we refer to further steps and developments.
