Abstract |
This paper introduces a use case for applying the IES-City Framework artifacts and methodology in the acquisition of a new smart city feature. Further, involving city management and potential service providers, it shows how this new feature can be acquired while requiring integration with a pre-existing related feature. The challenges of composing one smart city feature with another can be a substantial technical and economic hurdle. Sometimes such an obstacle precludes the acquisition altogether. The methods described in this paper can reduce the size of these obstacles so that they can be mastered. This result can benefit the acquirers and offerors alike. It utilizes the artifacts of the recently released draft IES-City Framework that is a result of an international collaboration on smart cities. The paper illustrates the use of these artifacts through a narrative about a use case extending a traffic control system to address the integration with an emergency response system that can deal with a flood and evacuation process. |
