Abstract Cities are ambitiously investing information technologies (IT) to improve their performance and to become smart cities. Compared to traditional IT, smart technologies such as the Internet of Things (IoT) enable users to collaboratively sense, adapt, and engage in various activities within their environment. However, to create public value with these smart technologies and to realize smart technology-enabled city performance, citizen engagement and public sector cooperation are also very important. This study argues that smart technologies could increase smart city performance through both citizen engagement and public sector cooperation. We adopted archival data of 75 smart cities to test our hypotheses. The findings support our citizen-government ecosystem proposal. This study provides a new concept to understand the relationship between citizens and public sectors as well as the consequent city performance in the smart technology context, offering insight for public management on how to use the IT strategically.
