| Abstract |
The article provides a comprehensive analysis of civic issues related to the creation of smart (ubiquitous) cities. Songdo International Business District on the South Korean coast is not only an ambitious new community project and the most expensive real estate venture in the world, but from our perspective one of the biggest social experiments today Smart infrastructure, or the use of information and communication technologies (ICT) to better manage complex systems ranging from homes and offices to the electric grid, is a related field that plays a central role in smart city development. The authors examine the local and global opportunities as well as the challenges the civil society faces in smart (ubiquitous) cities. The article want to fertilize the debates and controversies about smart cities by forwarding the notion of 'civic issues' as a lens to zoom in on what the authors believe are the key questions largely ignored in smart city visions: how to equalize social differences and serve the cause well-being and whether ubiquitous sensors serve monitoring (benefit) or surveillance (hazard). Based on concrete examples from New Songdo City the article will present a SWOT analysis assessing strengths, weaknesses, opportunities, and threats of civic issues in smart cities. |
