Abstract Since the advent of the 4th industrial revaluation, promising visions and development plan across the world have been taken. This, in turn, stimulating the demand for sustainable development that strives to transform the country from conventional practices to what we call the digital and sustainable age. Recently the kingdom of Saudi Arabia has launched an ambitious vision (2030) to transform the country from traditional land to a sustainable and environmentally responsible country. Various projects related to E-government; E-commerce; E-health systems and automation in construction have been proposed to come into this new era of development and prosperity. More specifically, a great deal, by decision makers, is paid to create and adopt a Sustainable and Smart City (SSC) model. However, the unique characteristics of Saudi Arabia socio-cultural and environmental aspects are significant obstacles to duplicate international models as well as there is a lack of adequate and related studies in this domain. Further, the Internet of Things (IoT) concept would be a modern concept to be used in supporting the technological infrastructure of SSCs. Therefore, this paper sheds light on the current state of Saudi Arabia, and to explore opportunities and challenges towards the creation of sufficient SSC for Saudi context. The main outcomes of paper can be summaries as follows:(a) evaluating public willingness regarding SSC movements, (b)providing a decision maker with a robust framework of SSCSA, and (c) a holistic IoT architecture for SSC Adoption and implementation.
