Abstract The state of transport infrastructure directly affects the operation and development of all economy sectors. The construction sector is not an exception. The street-and-road network under-development in newly developed areas significantly decreases their investment attractiveness and affects the residential property prices. This is due to the following causes: poor connection of the areas; no proper access to places of work, recreation and education; social tension due to the fact that it is impossible for the population to satisfy its needs. This is due to the following causes: poor connection of the areas; no proper access to places of work, recreation and education; social tension due to the fact that it is impossible for the population to satisfy its needs. The successful experience of both Russian and foreign cities indicates that an integrated solution of issues, based on the application of intelligent technologies, can significantly increase the efficiency of managerial solutions. In particular, the implementation of an intelligent transportation system can significantly increase the efficiency of using both the existing and newly developed transport infrastructure. Efforts at all decision levels (national and regional) are required to apply the specified technology. Efforts at all decision levels (national and regional) are required to apply the specified technology. It is also substantiated that such solutions shall be integrated. Issues of transport infrastructure development both in Russia and in Saint Petersburg and adjacent settlements of the Leningrad Region are addressed, including increase in social load on territories, infrastructure under-development, etc. Data on the number of light motor vehicles, length of motor roads, population need in the transport network, as well as on the volumes of housing construction, etc. are presented. Documents on sectoral and territorial planning are studied. Efficient tools of transport infrastructure management are substantiated. (C) 2018 The Authors. Published by Elsevier B.V.
