Abstract Urban Sustainability is a field more discussed, than practiced. While a range of parameters of urban sustainability are being argued, planned and "conferenced" across the world, is this movement putting out a pattern of non-performance, backing up instead on the sustainability performance of individual structures in the urban landscape. This has been partially the case in India, but this hopes to change with the advent of the SMART city movement, where a no. of organizations and the government, is trying to understand the city and improve its incumbent conditions. The criterion used to judge the city performance range from Passive-"planning" based patterns, to Active-"governance" and "implementation"based patterns. The paper endeavours to critique the SMART city movement in its solo push for "Active" performance parameters while forgetting essential "Passive" parameters which are intrinsic to the design and ultimate performance of a truly sustainable city.
