Abstract Forestry tourism circular economy is an important way to achieve sustainable development of forestry tourism industry and forestry. Firstly, this article outlines the development of urban forestry tourism circular economy, then makes a brief exposition of the basic development situation of forest tourism circular economy, and makes further discussion and analysis for development of forestry tourism circular economy, hoping to provide some references for related research. Forestry was one of four pillars of Heilongjiang together with grain industry, oil industry and coal industry. Heilongjiang has not yet established a comprehensive land forest ecosystems by now, with the development of socio-economic level, forest has to face the situation of forest resources shortage, and also face the sustainable development of forestry resources, forest tourism can be said to be a sunrise industry, which mainly rely on forest resources and carry out ecotourism resources on this foundation and build recycling economy system of tourism industry, this kind of industry economy system will show many advantages during operation, such as low resources consumption, good economic returns and little environmental pollution, etc. On the one hand, forest tourism should actively improve the economic structure, on the other hand, should extend the industrial chain in forestry in order to increase economic output and ultimately achieve the purpose of energy saving.
