Title From Knowledge to Smart City: A Conceptual Study

Abstract The scientific literature suggests a number of competing concepts of smartness of the city. A rich practical experiences and good practices of the development of smart cities in different countries already could be presented. Needless to say those presentations of such practices outnumber the academic publications. The reason of such situation is quite simple - in many cases the 'smartness' is used by the cities just a marketing tool. At the same time, researchers are more preoccupied with proposition of the theoretical platform for such phenomenon as a smart city. Most of theoretical explanations and ideas are taken from two fields of knowledge - Information technologies and knowledge management. The aim of the paper is to develop a conceptual model of smart city based on discussion of some competing theoretical concepts that are used for understanding the notion of smartness of any social system, with a particular focus on the city. The main emphasis is on knowledge, intelligence and smartness of the city. Methodology of research is based on the analysis of scientific literature and best practices in the field. Findings of the empirical study from the research project 'Smart development of social systems' (funded by the EU) were used as an integral part. Qualitative methods prevail. The proposed integral theoretical model of smart city represents a different and more integral approach to smart city.
