Abstract Ever since the first use of the term of,smart city" scholars and researchers have asked what the concept means. Is there a commonly accepted definition of the term? Do we define it through the elements that are building up within? The "smartness" of the city, is it rather a stage or a process? The concept of,smart city" is more and more used in the public policy speech, so there has to be a commonly accepted method to establish which city is smarter than the other one. In the following article the "smartness" of a city will be analysed in terms of mobility and urban transport and we will determine whether in the process of becoming "smart", smaller cities are more likely to get there faster than bigger cities.
