| Abstract |
The regulatory framework designed by the circular economy strategy in the field of waste management forces local authorities to rethink many of the traditional actions carried out in this area of competence, especially for the regulation of various regulated elements related to its economic aspect. In this paper we focus on two aspects. The first is the redefinition of local competences, in particular, the express delimitation of the classic obligatory service of collection, transport and treatment of waste to those defined as domestic and the necessary complementarity in the current strategy of the functions related to the planning or programming and the management of information related to municipal waste. The second is aimed at the regulation of the economic aspect in the management of municipal waste required of the different parties involved and manifested in the express imposition of managing them on the basis of the fundamentals of the principle of efficiency (in its triple aspect: environmental, economic and social), with special relevance of those called by the state regulation as necessary costs in the renewed regulation of the extended responsibility of the producer. |
